Skattekommisjonen submitted its report 24 June 2026. Main proposals from the commission are to reduce tax on labour in order to enchance the incentive to work. Reductions will be financed by higher indirect tax (VAT) on consumption and real property. The commission also suggests changes in wealth tax (formuesskatt).

Should all proposals be adopted it means a reduction in tax income of 23 bn. NOK.

A political tax settlement

The proposal from the Tax Commission is now out for a "høring" with a 24 September deadline for comments. Subsequently the government will prepare a White Paper to the parliament before Christmas. The objective is to have a tax settlement in 2027 which will be part the 2028 national budget.

Let us hope that the aim of a fundamental political tax settlement is not at the expense of a future tax system which will give entrepreneurs, owners and investors incentives to start-ups in Norway, build in Norway and get investors in Norway.
